In October 2004, the Nomination Committee of the 2005 Election requested proposals for nominations to fill positions on the Executive Board that would become vacant at the time of the 37th General Assembly of ICTM Members, to be held during the 38th ICTM World Conference (Sheffield, UK) on 5 August 2005. This was the first election overseen by a Nomination Committee.
The Nomination Committee was formed by Don Niles (Papua New Guinea, convener), Marianne Bröcker (Germany), and Allan Marett (Australia).
By the time of the General Assembly, Krister Malm (Sweden) would complete his term as President; Adrienne L. Kaeppler (USA) and Stephen Wild (Australia) would complete theirs as Vice Presidents; and Egil Bakka (Norway), Svanibor Pettan (Slovenia), Tilman Seebass (Austria), and To Ngoc Thanh (Vietnam) would complete theirs as Ordinary Members. Consequently, the vacant positions to fill in the 2005 election were:
The following candidates were selected by the Nomination Committee from proposals made by ICTM National Committees and by individual ICTM members (from at least two different countries for each proposal).
According to the existing Rules, Ordinary Members of the Executive Board are elected for a term lasting until the third General Assembly of Members after their term has begun (typically six years), and are eligible for re-election only once. The President and Vice Presidents are elected for a term lasting until the second General Assembly of Members after their term has begun (typically four years), and are eligible for re‐election only once.
The voting was conducted via postal ballot, and there was also an opportunity to vote in the first few days of the Vienna World Conference.
Out of 930 members who were eligible to vote, 376 took part in the election. Only 328 (35%) ballots were valid, as 48 were not in accordance with ICTM Rules.
Don Niles, the convener of the Nomination Committee of the 2005 election, read a report that is included with the minutes of the 37th General Assembly, found on pages 10–13 of the October 2005 issue of the Bulletin of the ICTM.
